The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee from war, conflict, and disaster and the host communities which support them, as well as those who remain within their homes and communities. Job Overview/Summary:  

The UK aid-funded Shule Bora program aims to improve the quality of pre-primary and primary schools in Tanzania. The program’s Impact Statement is: Shule Bora will deliver improved quality, inclusiveness, and safety of learning for boys and girls. There are four outcomes: 

  1. Learning: All children* are learning in school.
  2.  Teaching: UKAID supports the strengthening of Tanzania’s teaching workforce.
  3.  Inclusion: All children are in schools that are safe, offer an environment conducive to learning, and enable children to complete primary education and progress to secondary education.
  4. Systems building: UKAID supports the government in strengthening the value for money** of education provision at school, local and national levels.

The term ‘all children’ infers particular attention to the most disadvantaged: girls, the disabled and those living in deprived areas

 Value for money is defined as a composite of economy, efficiency, effectiveness, and equity 

Early Career Professional at International Rescue Committee IRC 2023

 The program will:

  • Work with the Ministry of Education, Science and Technology (MOEST) and the President’s Office Regional Administration and Local Government (PO-RALG) to test, adapt and implement at-scale quality, gender-transformative, disability-inclusive, and safe-to-learn education approach in 9 regions, generating learning and evidence on how to achieve these outcomes affordably and at scale.
  • Support GoT with the timely and effective implementation of the Payment for Results (PforR) mechanism through technical assistance and capacity building, with a strong focus on data verification, financial management and risk management. Support lesson learning processes from PforR so that these can be embedded into government processes and shared with development partners and other key stakeholders. Ensure that lessons and best practice from (1) are used to inform the PforR mechanism.
  • Manage and coordinate programme activities, with a strong focus on (i) ensuring a high-quality programme and financial and risk management oversight, (ii) working with an independent Learning and Evidence (L&E) provider on establishing regular, rigorous, and community-driven monitoring and evaluation activities, and (iii) developing and implementing a strategy for effective communication of Shule Bora objectives, results, and lessons learned to a range of target audience

Over the six-month period, ECP will have up to three months’ experience in two of the following areas:

  • Intervention design (in either: teaching or learning, inclusion, community participation, school management, system strengthening),
  • Regional intervention implementation
  • Monitoring, evaluation, and learning
  • Communications
  • Administration, finance, and operation

During the internship, ECP will work alongside senior members of staff to gain on-the-job experience.

S/he will also attend online and face-to-face training sessions to enhance his/her learning. The ECP
will be expected to keep a reflective journal of her/his experience.

 

At the end of the six months and depending on performance and program requirements, there may be an opportunity to continue for a further six months in one of the disciplines.

Major Responsibilities. 

Project Management and Monitoring

  •  Oversee the implementation of all IRC FP/CPAC service delivery activities in Kigoma refugee camps
  •  Work closely with IRC’s GBV focal person on the implementation of GBV-related activities in refugee camps and host communities.
  • Work with project staff to develop and actively track project work plans
  • Closely monitor overall program quality and performance in terms of data measurement, spend rate on budgets, staffing at country level, on-time delivery of reports and other products.
  • Act as the singular focal point for regular updates to relevant IRC internal stakeholders, including regional leadership, IPD leadership, and PQU leadership
  • Contribute to the development of robust data collection systems to ensure that the Scalingup Family Planning programme is data-driven and that programmatic decisions are grounded in evidence.
  • Review Budget vs. Actual expenditures on a monthly basis, providing relevant feedback to the finance department and adjusting activities as required.
  • Enforce stewardship and accountability by ensuring that resources are efficiently and effectively utilized within the project for the intended purpose

Partner Coordination and Representation

  •  Serve as the focal point with MST  and UNFPA to develop joint work plans and share IRC-specific progress and lessons learned
  •  Represent the IRC at consortium-level meetings and in presenting project results to external actors
  • Develop and maintain effective working relationships with key stakeholders including government actors, UN agencies, international and local NGOs, and other relevant actors.  Where necessary develop strategic partnerships with local organizations
  •  Represent IRC to local communities, government departments, international agencies, and local partners as required.
  • Reporting to Coordinate the production of all narrative reports from IRC country teams and provide feedback to improve product quality, accuracy, and style
  • Ensure high-quality, timely and coherent reporting, both financial and narrative to the consortium lead

Key Working Relationships:

The Early Career Professional will:

General:

  •  Support the program technical leads and regional coordinators to ensure that program interventions are implemented and monitored as required

Specifically, the Early Career Professional will:

  •  Assist the programmed regional coordinators to support regional and district offices in planning, implementing, and monitoring Shule Bora interventions across all output areas
  • Support in developing briefings and reports on recent program implementation.
  • Provide support in the collection of data and information
  • Provide support in compiling experiences and stories on key thematic areas such as teaching and learning, safety at school, disability inclusion and girls’ education.
  • Provide support in organizing training, events, conferences, and any other project related activities/initiatives.
  • Provide support in the monitoring and evaluation process and reporting.
  • Communicate successes, lessons learned, programme best practice and evidence of impact
  • Support to mainstreaming disability inclusion and inclusive language use in all programme communications
  • Participating in all programme meetings as required
  • Other tasks as required by the project team.

Qualifications

  • Fresh graduate or graduate with a maximum of two years of working experience.
  • Must have obtained a minimum of upper- second class degree or equivalent in Education, Social sciences, Statistics/Economics,
  • Proactive problem-solver with good timekeeping and communications skills
  • Can demonstrate a strong interest in improving education for all.
  • Excellent spoken and technical writing ability in English, and Swahili.
  • Excellent computer skills in programs including MS Word, Excel, and Outlook
