Innovation unit at UNICEF has been a driving force behind many successful initiatives. Like in most innovations, the majority of those remain as concepts or as pilots that are required to be learned to minimize chance of repetition and of error. At the same time, there are a few innovations that are successful and have been brought to scale. These should be shared and learned with the intention of further sustaining them and possibly even to take successful innovations to new locations and adjust to other programmes. In order to facilitate this learning, UNICEF launched in 2020 the INVENT platform. INVENT is UNICEF’s global inventory for innovation and T4D projects, it helps focus investments in innovation in line with the organization strategic priorities. INVENT includes innovations of all types: physical product, programming, frugal, innovative financing, data, and digital. INVENT enhances the global visibility of innovative country and regional projects, with the aim of identifying initiatives that have the potential for multi-country and global scale. UNICEF Tanzania has already submitted its catalogue of innovations to INVENT, but some require regular update and there are new interventions that should be catalogued.
In addition to this, UNICEF Tanzania has a regular need of creating data products that support programmes. Real time data collection efforts are continuous and, to name only a few, WASH, C4D, U-Report and COVID-19 Resource Mobilization pillar regularly require support to create and maintain data collection and visualization tools.
Thirdly, the data generated in these activities lead to insights and information. This information needs to be conveyed to users to sustain important feedback loops. This is done be conveying the information back to users through UNICEF’s engagement channels, namely U-Report and U-Report related social media.
How can you make a difference?
The purpose of the consultancy is three-fold. The first and immediate expected outcome is that UNICEF Tanzania updates the documentation regarding its Innovation Portfolio and completes any required documentation update on the INVENT platform.
The second outcome out of this consultancy is that the consultant will be able create data tools and visualization systems that generate insights that inform and support programmes in decision making. These will include WASH data collection and monitoring system, C4D activities matrix and U-Report.
The third and final foreseen outcome of this consultancy will be the engagement with U-Report’s audiences via SMS, WhatsApp, Facebook, Twitter and/or other channels deemed relevant. This engagement will be done through the production, revision, editing and publishing of relevant, child friendly content.
MAIN OBJECTIVES, DELIVERABLES AND TIME FRAME
Main Objectives
The consultancy will be expected to support the Knowledge management unit with the below main activities.
- With the support of the Innovation and Knowledge management Specialist, review, and update information in INVENT
1.1. List all projects in portfolio and identify programme stage.
1.2. Update portfolio projects.
1.3 Regularly conduct landscaping exercises to identify upcoming innovations and requirements for documentation in INVENT.
- Jointly with programme owners design, develop, implement, and maintain data information systems
2.1. Through interviews document the user and business requirements for data and information systems.
2.2. Prepare draft documentation about the programme and jointly revise with Innovation and Knowledge Management Specialist
2.3. Identify suitable data visualization platforms and hosting solutions
2.4. Create data collection tools and data dashboards. Provide training to end users and data managers if required
- Engage UNICEF target audiences with relevant information
3.1. Build content for U-Report audiences via SMS, WhatsApp, Facebook, Twitter and/or other channels deemed relevant.
3.2. Support digital engagement through U-Report social media channels.
3.3. Create data visualization and information insights based on U-Report data.

PAYMENT SCHEDULE.
Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.
SUPERVISION.
The consultant will directly report to UNICEF Tanzania Knowledge management & Innovation specialist and the second supervisor is UNICEF Tanzania Innovation Officer.
EVALUATION PROCESS AND METHODOLOGY.
Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will carry 25% showing proposed budget breakdown of consultancy cost for each deliverable and eventual total consultancy cost. This will make a total of 100%.

LOGISTIC AND LOCATION.
The consultant will be based in Dar es Salaam but will be also expected to travel to different locations.
MEDICAL EVACUATION COVERAGE.
The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage.
To qualify as an advocate for every child you are expected to have the following:
- Graduate in computer science by a Tanzanian University
- Relevant experience in Human Centered Design, namely interviewing and documenting programme activities
- Experience with mobile technologies and database management systems.
- Experience with social media content management .
- Previous experience in preparing and creating content on SMS based technology .
- Working knowledge of RapidPro, Data Studio and ODK.
- Minimum 6 months pre-professional experience (internships, fellow programmes, volunteering) .
- Fluency in Kiswahili and English.
- Previous internship, professional or volunteering experience with CSO’s, NGO’s or United Nations agencies is desirable.
