**Invitation for Tenders**
**Background:**
BMZ Unganisha is a transboundary initiative aiming to restore vital natural resources across the Kilimanjaro and Mkomazi landscapes for the mutual benefit of wildlife and local communities. The Enduimet Authorized Association (EAA) is the legally established community-based organization responsible for managing the Enduimet Community Wildlife Management Area (ECWMA) within the West Kilimanjaro-Amboseli sub-landscape. Formed in 2004 and granted Wildlife User Rights in 2007, the EAA comprises 11 villages in the Enduimet division: Leremeta, Endonyoemali, lldonyo, Tingatinga, Ngereyani, Elerai, Olmolog, Lerang’wa, Kitenden, Irkaswa, and Kamwanga. Situated in the Longido district, the ECWMA shares borders with Tanzania – Kenya international border to the North, Kilimanjaro National Park to the South-East, Arusha National Park to the South, and Lake Natron Game Controlled area to the West. This area serves as a critical migratory route and dispersal zone for wildlife, serving as the primary corridor connecting the Kilimanjaro ecosystem with adjacent areas.
**Objective:**
The objective of this tender is to facilitate the development of the General Management Plan (GMP) for ECWMA spanning from 2024 to 2033. The process will engage relevant stakeholders, including local communities, under the coordination of Oikos East Africa (OEA). The GMP design process will adhere to WMA regulation No. 381 of 2018, utilizing the provided template. The activities involved will include:
1. Baseline data collection.
2. Conducting consultative stakeholder workshops in collaboration with OEA.
3. Drafting the GMP with input from the ECWMA management team and EAA, coordinated by OEA, with a focus on zoning.
4. Consulting the 11 villages through village assemblies for approval of the draft GMP, particularly regarding zoning.
5. Submitting the drafted GMP to the District advisory body for feedback.
6. Finalizing the GMP based on comments and recommendations, submitting it for final approval to ECWMA, EAA, and the District advisory body.
**Submission Details:**
Detailed terms of reference are available upon request via email to Julie Courret ([email protected]) before April 28, 2024. Proposals in PDF format must be submitted by April 1, 2024, 6 pm, to [email protected] and should include the following documents:
1. A methodology proposal, including an implementation calendar, not exceeding 5 pages.
2. A financial proposal, not exceeding 2 pages, covering transport, accommodation, stationery costs, and all taxes. Costs related to meetings, workshops, and focus group discussions, including food and transport expenses for participants, will be covered by OEA as per organizational policy.
3. Complete and recent Curriculum Vitae of all consultants involved.
A consultancy supervision committee comprising representatives from ECMWA management team, WWF Tanzania, and OEA will evaluate the technical and financial proposals based on the listed criteria. The two top-scoring consultant teams will undergo interviews by the committee to select the final candidate.
